Prepare v1.17.0 release notes for feature map commands

Goal

Prepare the release metadata for publishing the read-only feature map command UX as the next stable Gira release.

Scope

Update release-facing metadata after #635/#636:

• Set the new feature command metadata to the next release version.
• Add a CHANGELOG.md entry for the release.
• Refresh generated command/docs contract artifacts.

Non-goals

• Do not change feature map command behavior.
• Do not add new release channels.

Acceptance Criteria

• Feature command metadata matches the release tag that will be published.
• CHANGELOG.md has a release entry describing the feature map commands.
• Generated docs are in sync.
• go test ./... passes.

Doctor Impact

Documentation and release metadata only. No workflow behavior changes.

Expected Delivery

A small release-prep PR that can be merged before tagging v1.17.0.
