ci(release): fix windows wheel target for publish matrix

Summary

• fix the Windows release matrix to use the Rust target triple x86_64-pc-windows-msvc
• keep actions/setup-python on x64 while separating it from the cargo and maturin target
• enable --compatibility pypi checks on all wheel builds in the release matrix

Validation

• actionlint on release workflows
• workflow_dispatch of release.yml on this branch with publish disabled
