[BUG] Missing subcategory pages

Bug overview

Description: Subcategory pages listed in en Learn toc give 404. Discovered because clicking the "Overview" link in the toc didn't work. First, I thought it was a broken link in toc, but it appears many (all?) top-level subcategory pages are missing from the output.
Steps to reproduce: Go to https://app-superoffice-docs-dev.azurewebsites.net/en/contact/
Expected result: Open the contact subcategory page: https://docs.superoffice.com/en/contact/index.html
Actual result: 404

The sitemaps we share with the In-App team and the links used by the Help dispatcher all have .html in them. Including this one:

Asking all visitors to trim their URLs is not a good option.

• It was discussed with Tony @SuperOfficeDevNet to remove the 'index' and '.html' from the file URLs in docs-next.
  It is configured to work regardless of whether .html is at the end or not.
  ex: if you enter https://app-superoffice-docs-dev.azurewebsites.net/integrations.html it automatically redirects to https://app-superoffice-docs-dev.azurewebsites.net/integrations and shows the correct page without any issue

• The configuration is set to ignore the trailing slash problem from the Astro side (it should work with or without a trailing slash).
  Currently, the problem comes from .NET routing, and this specific problem is a bug that needs to be fixed. But its scope is not limited to subcategory pages but affects all pages, so better to update the issue.
