Run target_post_save hook when importing targets from file

Is your feature request related to a problem? Please describe.
When importing targets from a CSV file (Targets > Create Targets > Import Targets), the post-save hook is not run, as it would be if the targets were created one at a time.

Describe the solution you'd like
It would be nice to run the target_post_save hook on each of the imported targets.

It would also be nice to automatically set the target type (e.g., SIDEREAL) for imported targets based on settings.TARGET_TYPE.
