TOM_TNS: Allow reporting of survey nondetections (not just archival)

Most people with ongoing sky surveys will have their own nondetection to report in the TNS report form. See the "non_detection" section on page 9 of the TNS API manual. This would require adding a second set of fields similar to the current "Discovery Photometry" section of the form, and some validation that either that block or the archiveid/archival_remarks fields are filled out.

I've added this functionality in 0.2.0 when submitting through hermes (not yet through plain TNS though)

we are trying to add this plugin for the GOATS TOM. While testing the plain TNS submission, it appears the following lines need to be included in the non_detection dictionary
