Add support for aws tags

boto3's create_table() optionally allows for a dict of tags, however there is no corresponding way to fetch a dict of tags from the dynamodb client -- the [resource groups tagging API](https://boto3.amazonaws.com/v1/documentation/api/latest/reference/services/resourcegroupstaggingapi.html) must be used instead. This still needs implementing.
