YML files not being created & Guns not being created

When I load the plugin (Dev 2), the plugin_data folder is empty, no config.yml or guns.yml.
If I manually add the config.yml, and reboot the server, the guns.yml generates.
Regardless of whether or not the files exist, when I create a gun, it never says "Gun successfully created", and it never saves it to the guns.yml file, even if I reboot.

#2 I do post this issue once. Mine still save for some reason. The first time I create the gun it doesn't save

I've tried making the gun 3+ times and it doesn't save it, even when guns.yml exists.

The saving doesn't work for me at first. Do you stop your server without saving them?

I've tried the following:

1. No YML files exist
2. I create a gun in-game
3. The gun doesn't appear, and no YML files have been made
4. I reboot the server, still no YML files and still no gun.

as well as

1. Manually creating YML files
2. Reboot server
3. Create a gun in-game
4. The gun doesn't appear in-game or in the YML file
5. I reboot the server, gun still isn't in-game or in YML file.

Having said this, I believe there are 2 issues here:

1. The YML files not being generated on startup
2. The gun not being saved even if the YML files exist
