`tcl_encode_sta` complains about not finding init.tcl

Describe the bug

The following does not seem to work yet with the new tcl from BCR (#9490):

$ bazel build //src/sta:StaTclInitVar
application-specific initialization failed: Can't find a usable init.tcl in the following directories: 
...

Expected Behavior

No complaints :)

Environment

regular bazel build.

To Reproduce

bazel clean ; bazel build //src/sta:StaTclInitVar

Yes i think i know where it comes from. Do you know where this is used?
