Recalibrate and freeze the repaired 0.16.3 candidate

Outcome

Freeze and qualify one final CodeStory 0.16.3 candidate after the cross-run closeout transport repair merged in PR #1630.

Sequence

• Anchor the calibration source at the exact pushed dev/codestory-next integration tree after all support work and focused checks are complete.
• Run executable hostile-mutation acceptance on that exact head.
• Run one protected macOS Metal constant calibration; do not dispatch calibration per support PR.
• Apply the generated crates/codestory-llama-sys/per-user-embedding-server-constant-set.json as the sole post-calibration source change.
• Accept and freeze that exact head, run the broad source proof once, then run frozen-candidate qualification once.
• Promote and resume the canonical 0.16.3 release only if those exact-head gates pass.

Constraints

No CPU embedding lane, no repeated unchanged-head run, no proof-triggering label on support PRs, and no other source or workflow change after the calibration source is accepted. A later change invalidates the candidate and cancels superseded proof.
