Engineering Manager agent cannot find prompts from copilot-instructions

Hi, sometimes when I run the /tsh-implement command, my agent tries to search for TSH prompts but cannot find them. I am working on my repo and have configured VS Code exactly as described in the docs. I cloned the copilot-collections repo and connected it to VS Code in the settings.

I would be grateful for your help. I'm not sure whether this is intentional behavior or whether something isn't working correctly on my end.

so your setup looks like this, right?

root: copilot-collections your-project

It seems like it has an issue with looking for references, especially on prompts that are not directly accessible from UI - internal-prompts.

We will have to investigate that - I've seen that a few times, but never did a proper debugging
