[DOCS] edit.tiddlywiki.com does not accept PRs

It looks like recent changes to support editing the community cards, which live outside the editions/tw5.com directory, broke support for adding new tiddlers in a PR.

While fixing the regression is easy, it will not provide the desired result for adding new community cards as they will be placed within the editions/tw5.com directory. We have long since identified that we need a robust set of filesystem path filters for tw5.com to address similar issues, however even those may not be sufficient for this purpose as they are limited to paths within the editions tiddlers directory. Any thoughts on how to resolve this @pmario @Jermolene?

As a short term measure I can check new tiddlers for tags or a tag prefix and route them to the correct path for the community cards, however this will not address similar needs for other tiddlers that are not community cards.

On this note, is there a reliable filter that can be used to identify all tiddlers that must be routed the community directory in the root of the repo? The following would likely work for teams and persons but not for projects and tools:
[<currentTiddler>] :filter[get[tags]prefix[Community/]]

I only placed the community cards in the root directory so that they would be easier to find for people browsing on GitHub. I don't think it's worth the difficulty so perhaps the easiest way to proceed would be to move the community cards into a new "community-cards" edition which we'd include in the wikis that need it (dot com and dot com slash dev).

@Jermolene that would significantly simplify things, our bot that does PR validation is also needing a fair bit of special case handling for the community folder that could be avoided.

However, the edit.tiddlywiki.com edition would still need a means to identify which new tiddlers need to be routed to the community edition. Would this filter suffice?

Thanks @saqimtiaz I do think that would work. Presumably we'll need to coordinate moving the community cards directory with updating edit.tw.com?
