PiecManager List available instruments with identifying information

Basically loops through all instruments dicsovered in list_resources and then idns each one to figure out what it is and lists it

The goal: Basically from gui stand point have drop down menu for which awgs I can currently access. Basically if the instrument

Can add this in utils, but currently the autodetect sidesteps this issue. May still make this enhancement as there are cases where this could be useful (and put into driver.utils)
