[BUG] study template workflow services config empty until document exists

Describe the Bug:

When configuring assessment / AI services on a study template workflow step, the Services step shows "No services configuration" if no document has been uploaded to CARE yet. After uploading a document, services appear normally.

Reproducibilty:

Steps to Reproduce the Behavior:

1. Create or edit a study template with a workflow step that defines services (assessment + AI).
2. Do not upload a document to CARE.
3. Open per-step configuration (gear) on the study form.
4. Open Services step.

Expected Behavior:

Services from the workflow step definition are shown (template mode should not require a document).

Actual Behavior:

"No services configuration available for this step."
