[FEATURE] Increase Size of OpenCV Window (Local and Remote Support) #45

🎯 Goal
What problem are we solving?
The loaded window size is small. Add the ability to resize the window to the user's will, and load in at least double the current size.
💡 Proposed Solution
Describe the design or idea.
The loading method depends on the user's current OpenCV package that is downloaded (opencv-python vs opencv-python-headless)
📈 Expected Impact
Why is this useful?
User isn't forced to teleop in a small window size, which ruins user experience, having to look closer at the screen.
