CP2K Parser fails when quote character in a comment

Right now the cp2k parser does work if a quote character (' or ") is present in a comment. This is not reflective of the true CP2K behavior, but is a problem with the upstream cp2k-input-tools

Example:

&GLOBAL ! this works

&GLOBAL ! this does 'not' work
