Update Tycho - osgi plugin compiler #618

Update the version of https://mvnrepository.com/artifact/org.eclipse.tycho/org.eclipse.osgi/3.11.2.v20161107-1947
? Update also "org.osgi.compendium" in lib-core ?
Motivation:
- otherwise we can upgrade maven felix plugin, as it generates from version 2.4.0+, it generates "require-capability osgi.ee filter 1.8", which is not support by current osgi version (it does not provide such capability)?
