[Windows]: USDK create throws error on copying files

What happened?

Steps to Reproduce:

• Make sure to be using Windows OS
• Execute USDK create (with the pnpm path resolution resolved (PR added))
• Expect Error while Agent files are being copies

FIX

Windows user have to enable "Developer Mode" in there settings to reliably get past this errors.

Steps:

1. Open Settings
2. Search "Developer Mode"
3. Turn on "Developer Mode"
