"--dangerously-skip-permissions" mode for Tusk Drift setup agent

When running tusk setup, dev isn't always paying attention to the setup agent's steps and can forget to approve a command or provide further instructions, which then causes the setup agent to timeout and have to restart a phase.

This should no longer cause setup agent to timeout (due to #185), but still worth adding this flag.
