GHA render-rmarkdown fails

When changing a .rmd file, the GHA render-rmarkdown throughs an error.

Tried adding a line to load the packages "knitr" and "rmarkdown", but that did not solve the error.

For now, can simply render rmarkdown documents locally and push them.

Tried the debugger and I was able to successfully execute the code in the ssh session. I spent a bit trying different things, but could not find the problem. Will have to come back to this.

Once we fix this issue, there is a secondary downstream problem that the rendering of the readme markdown file may fail because it requires the bcadata package to be installed.
