[BUG]: uv dependency output is too noisy during Agent Swarm refresh

Description

Agent Swarm launcher install and refresh can print raw uv dependency output into the terminal during normal startup.

The terminal should show concise progress for normal install or refresh work. Full command output should stay available in the launcher log. Failure and timeout output should show a short useful summary.
