Generate unique lists of native owner classifications for each one in WestDAAT

We need to generate a list of all unique native owner names that our code classified for each owner name. For example, generate a list of all Reclamation unique owner names in a CSV file.

Let's do this for all classifications except the three crossed in red. This workis related.
