Hourly forecast has inconsistent chance of rain vs icons

Describe the bug

The hourly forecasted chance of rain was high enough that I believe it should have shown a rainy icon for those hours. It showed a partly cloudy icon instead. Observed for 2 different stations many miles apart.

How To Reproduce

Steps to reproduce the behavior:

1. Go to station details screen in the android app for Best Coconut Altitude and Recumbent Tangelo Weather, at around 8:30am (UTC-5) on 4 Oct 2022
2. Notice the forecasted chance of rain for the circled hours for the 2 stations ranging from 84% to 53%. Compare that to the partly sunny forecast icons for those hours.

Expected behavior

I expect the forecasted hourly weather icon to match the percent chance of rain for that hour. Probably show forecast of rain if percent is over 50%, but definitely for the 84%.

Additional context

I thought there was a previous issue opened for this, but I cannot find an open one. There are issues with this inconsistency for the 7 day forecast and the current weather, but not the hourly forecast. Probably same underlying cause, but opened this issue out of an abundance of caution.
