Describe the bug
When flying on a server that is using a map with Magnetic Variation, the ATC vectors and Heading Bug autopilot are offset by the magnetic variation and remain referenced to North = 0/360 degrees.

To Reproduce

  1. Fly on a map and get ATC vectors or use Heading Bug

Expected behavior
When Magnetic Variation is defined in the scenery, the ATC and Heading Bug should account for the scenery's MAGVAR.
