Separate route comments and ratings

At least on sandsteinklettern.de it is possible to either post a comment without rating a route, or rate a route without posting a comment.

Current behaviour

• Missing ratings are handled like a neutral rating (=0)
• Missing comments are just displayed on an empty card on the route details page

Expected behaviour

• Missing ratings shall not influence the average rating
• Missing/Empty comments shall not be displayed

Open question

Do we really consider empty comments a problem, or is it just intended behaviour (as they are also shown as empty on the sandsteinklettern web page, e.g. http://db-sandsteinklettern.gipfelbuch.de/komment.php?wegid=4956)?

First idea for implementation: Separate ratings and comments into separate tables, to allow a different number of each per route.

A much simpler (and thus easier to implement) workaround would be to ignore empty comments AND their ratings.
