[Bug]: ActionMenu placement="bottom-start" not working when in overlay + modal

Expected behavior

When sp-action-menu is used in a sp-dialog with sp-overlay, the placement="bottom-start" does not work.

Actual behavior

Menu opens as if placement is top, top-start.

@gojohnnygo Hi! Could you please create an abstract reproduction of the issue in Stackblitz to help the team triage?

@najikahalsema specifically, when there are a lot of menu items and the sp-action-menu is closer to bottom of the screen.

Note, I've tried wrapping the menu items in a div to give it a max height. However, that broke functionality.
