Add crash counting for tracker components

Add strike system that will take notes of component crashes so frequent crashes do not result in recurring reports and are disabled until next session.

For now put on hold, since this is kind of edge case handle on battery drain and it seems this won't be really that usefull for now since current components should be stable.

Reviewed for 10.0.0: partially addressed but deferred. Signal processors are disabled after repeated failures; producer-wide strike/crash counting remains. Keeping this open for evidence-driven expansion based on recurring producer failures.
