Activity related services/options should be disabled when activity permission is not granted

Activity permission seems to be auto-granted so this is not as important and there is very low chance this case will actually happen, but in the future it would be good to have this check so auto tracking cannot be enabled without permission for activity recognition.

Reviewed for 10.0.0: runtime permission safety is already enforced, but the remaining Compose settings UX is not release-critical. Keeping this open post-v10, narrowed to contextually disabling/requesting activity permission and explaining inactive auto-tracking.
