release: publish v0.2.3 patch — obs path fix (PR #660) missed v0.2.2 window

Why

PR #660 (fix(obs): resolve squads dir from git root for worktree support) was merged at 16:31 UTC on 2026-03-28, but v0.2.2 was released at 16:21 UTC — 10 minutes earlier.

This means the obs fix is in main but NOT in the published npm package.

Impact

• squads obs sync still returns "No JSONL records to sync" from any worktree
• Tier 2 goal blocked: cannot verify obs sync writes to Postgres
• squads obs history returns empty from non-hq directories

Action

Publish v0.2.3 patch release that includes:

• PR fix(obs): resolve squads dir from git root for worktree support #660: obs path resolution from git root
• PR fix(obs): normalize agent name from full path to short name #668: normalize agent name from full path to short name (also merged after v0.2.2)
