new theme not fully applied to all panes

it seems when i switch themes, it works for the most recently created pane, but for all other panes, parts of the theme don't get applied (bgcolor of line numbers, and most text colors don't change).

if it helps, my themes (ui/syntax) are One Dark/Monokai and One Light/Solarized Light.
