Add new config to separate issues of short URL protocol and shortening protocol

Meaning HTTP vs HTTPS. Personally I think it makes a huge amount of sense to serve short URLs on HTTP (or HTTPS) but to refuse to shorten URLs unless over HTTPS. Currently LM has no mechanism to enforce such a policy.
