Upload new version to pypi

Hey guys, I had problems using filemagic under Windows. I already get an error during the import of the magic package. This bug was already fixed inside this repository but the newer version never reached pypi.

So, could you please increase the version and upload it on pypi?

It would be very helpful if tags were also added for the releases, so that we can fetch a tagged version of the tests to run in our own CI to verify the package continues to work correctly on newer versions of Python and other dependencies.
