the itk-vkt-viewer service is extraneous

Looking at the source code, what you're starting up in docker appears to be simply a web server that serves your files directly from the file system. I think you're now routing messages to tiled through it, so is it necessary?

A few notes.

• An example of loading just the itkVtkViewer.js into a web page is here
• Since we need to make a change to that code to work in iframes, we have to build our version. Maybe we can write a bash script that clones and builds so that we can grabe the itkVtkViewer.js calling npm run build:all (see https://github.com/als-computing/itk-vtk-viewer/blob/master/package.json)
• This [docker image](https://github.com/als-computing/view_tomography_recon_app/blob/main/viewer/Dockerfile] is not needed.
• The github action will run the script and copy the javascript as an asset into the react app, referenced in https://github.com/als-computing/view_tomography_recon_app/blob/main/index.html
• This goes away, and we pass the tiled URL to the react component as a parameter
• The ItkVtkViewerComponent somehow automagically uses the itkVtkViewer.js to load the thingie.
