🎯 User Story: As a user, I want to fetch tickets from JSM so that they can be processed into documentation.

✅ Acceptance Criteria:

• ✅ Connects to Jira API and fetches tickets
• ✅ Tickets stored in database for processing
• ✅ Duplicate fetches are ignored
