What needs to happen?
Apache Flink 2.2 has been released, and the recent 2.2.1 patch brings important stability improvements and bug fixes.
Currently, Beam's Flink runner supports versions up to 2.0.x.
To ensure Beam users can leverage the latest upstream stability improvements and maintain compatibility with modern managed environments, we need to introduce a dedicated beam-runners-flink-2.2 module. The initial implementation can target the 2.2.1 dependency.
