nightly tests have been failing for about a month

• mainly timeouts in http/2 tests (only http/2 tests are affected)
• the main branch (2.x) tests and 1.x builds are failing when they use the latest snapshots from pekko-core (but not with the latest releases)
• not intermittent - fail in every run since Jan 20 inclusive. Passed on Jan 19.

• Building Pekko HTTP 1.4.0-M0+2-a122129b+20260120-0219-SNAPSHOT against Pekko 1.5.0-M0+5-96435679-SNAPSHOT is the first run that failed
• Building Pekko HTTP 1.4.0-M0+2-a122129b+20260119-0219-SNAPSHOT against Pekko 1.5.0-M0+4-5c9d5024-SNAPSHOT passed so maybe something in that Pekko 1.5.0-M0+5-96435679-SNAPSHOT is the cause

@He-Pin apache/pekko#2633 seems to be the most likely cause of what is breaking the http/2 tests.
There aren't really many other changes that could have caused this.

Can we revert that PR to see if it fixes the Pekko HTTP tests and we can add it back if it proves not to be the cause?
