shutdown -h does not power off the system #11

The kernel terminates all processes and tries to power off the system, however the system keeps running (the CPU cooler keeps spinning, Ethernet LEDs keep blinking, etc). Similarly shutdown -r (or pressing Ctrl-Alt-Del) does not actually reboot the system:
