Isolate Baikal specific code in the serial driver #4
Description
For some reason enabling hardware flow control garbles the UART console of Baikal-M.
To plug the problem the upstream commit 6a171b2 ("serial: 8250_dw: Allow hardware flow control to be used") has been reverted. Most likely this breaks UART console of other SoCs using DesignWare serial IP.
