ginga viewer displays coordinates as "RA/Dec" even if the coordinates are actually galactic

The sample image downloaded for use in the example notebooks has a WCS that is in galactic coordinates. The ginga viewer displays those galactic coordinates but labels them RE/Dec instead of ℓ/b.

I don't think that is it -- the ginga viewer currently hard codes the names "RA" and "Dec" into the coordinate display. I'm planning a refactor of that stuff soon, will fix it then.
