ARTS 2.6.16 release

ARTS 2.6.16 contains bug fixes, performance and QoL improvements. The parallelization of lookup table calculations in particular has been vastly improved.

Updated conda packages are also available. We recommend to install ARTS in Miniforge3 with mamba install -c rttools pyarts. Existing environments can be updated with mamba update -c rttools pyarts.

Conda packages for Python 3.9 have been dropped with this version. Packages are available for Python 3.10, 3.11, 3.12 and 3.13.
