Add bower.json

Add a bower.json so that dbootstrap can be registered as a Bower component.

Bower will use a standard CJS package.json, which kills two birds with one stone.

Definitely love to see this, as my team want to use this library, but I'm not happy with library stored in our repo, so every other library is a bower dependency. Here's a quick how-to if anyone does find time to do this ... it should only take about 2/3 minutes:

I looked to try and fork this project to create a bower register with bower, but without restructuring the source/dBootstrap folder into it's own project I don't think it's possible. Creating a bower project out of this git is going to download dojo with dbootstrap which we don't want. I also tried forking the project and changing the structure but that didn't work either (it still delivered all of the other folders albit empty). I think we need the author to do this, but it may just be that my git skills aren't up to it.

So I ended up copying the project, since this has lost all ties with the original it may quickly go out of date, depending on how often this is updated.
