New style based on current Blizzard forum design

Description

The current PBTech style is based on the 2015 Battle.net forum layout. Blizzard has since moved to a Discourse-based forum platform with a completely different design:

This would be a brand new style (not an evolution of PBTech) inspired by the current Blizzard forum design, targeting phpBB 4.

Notes

• The current Blizzard forums run on Discourse — this would be a visual adaptation, not a port
• Flat design, wider layout, different typography compared to PBTech
• Target phpBB 4 — could build on the existing Tavern phpbb4 branch
• Would be a separate repository/style from PBTech
• Blocked until phpBB 4 styling system is stable/documented
