Make PHP 5.3 specific version

There's lots of features we can take advantage of if we break backwards compatibility with PHP 5.2.x.  Consider a CoughPHP 2.0 version that takes advantage of late-static-binding and whatnot to reduce amount of generated code necessary and hopefully improve performance and usability as well.
