Polly JS and CSS being rendered even when disabled #45

This is with version 4.2.2. We use the AWS WordPress plugin for the CloudFront functionality and do not have Polly enabled, but we still see the CSS and JS for Polly getting rendered on our pages. If Polly is disabled, I wouldn't expect these resources to be rendered.
