Update the Rewards section to inform people that rewards have ended

As mentioned in https://blog.balanced.network/legacy-rewards-end/, Savings Rate and liquidity rewards are about to end.

Savings Rate rewards end tomorrow, and liquidity rewards end March 13/14 depending on timezone.

Here's how we should handle for that in the app:

• Signed out state:

• Signed in, with non-savings rewards claimable:

• Updated tooltip:

• Unlike the image above, only show the ability to interact with the Savings Rate if they've already deposited some into it.

• Once liquidity rewards end, also add this state when signed in with non-liquidity rewards claimable:

Other changes

• Change the Savings Rate APR to 0% on the Stats page:

• Remove the Balance Tokens section from the Stats page

• Remove the bBALN APR from the Stats page (so there's only 3 top-level stats)

• Once liquidity rewards stop, remove the sICX APR from the Exchange section on the Stats page and Liquidity Pools section on the legacy Trade page.
