[Template]: Add a chrome extension template

Create a new chrome extension starter template in the templates/ folder.

@claude look at other templates in the folder, learn from the patterns there.

Let's start by building a simple web extension using wxt framework, and use base44 for backend.

The app - a simple bookmarking app, allows you to save a website you liked to the extension and go back to old bookmarks, if you want there's an ai assistant involved which lets you search in bookmarks.

Key Components
