Deduplicate workspace configure context resolution

Current review finding: base_projects.workspace_configure duplicates workspace root and workspace manifest resolution that now belongs in workspace_context. Acceptance: workspace configure uses the shared context helpers, duplicate functions are removed, and focused workspace configure tests cover configured and explicit workspace/manifest paths.
