Move artifact callers off Python artifact compatibility facade

Current review finding: base_setup.artifacts intentionally re-exports Python artifact helpers, and active callers still depend on the old facade. Acceptance: internal callers move to the focused python_artifacts module where appropriate and the compatibility list in artifacts.py shrinks or is documented as public compatibility.
