Warning status by rate limit rate rather than count

It would be cool if the [warning status](https://github.com/bitslabsyr/RateLimitReport/blob/master/main.py#L82) could be triggered when the tweet lost rate reaches a certain level (for example, if n_rate_limits / (n_rate_limits + n_tweets) > .01).
