Add CI checks for the main app stack

## Goal

Add GitHub Actions checks after the main codebase is available in the organization.

## Suggested checks

- install dependencies
- lint or format check
- test command, if available
- build command, if available

## Blocker

This should be configured inside the main app repository after transfer or after a branch with the source code is available.
