Add riscv64 release binaries

dust 1.2.4 builds on native riscv64 with no source changes (BananaPi F3, SpacemiT K1, rv64gc).

For personal accounts, the RISE runners app can be installed on just this repo: https://github.com/apps/rise-risc-v-runners-personal
